Restricted Airspace

• Bill and Hillary Clinton National Airport (LIT) Class C airspace extends to 5 nautical miles from the airport surface area, with an inner core radius of 4 NM and an outer shelf to 10 NM up to 5,000 feet MSL. Commercial drone operations within this radius require LAANC authorization via the FAA B4UFLY app or approved LAANC providers (Aloft, AirMap). The Class C surrounds the downtown and southern portions of Little Rock.
• Little Rock Air Force Base (LRF) in Jacksonville has permanent restricted airspace (R-2603A/B/C and R-2604) used for military training operations. The restricted areas extend across parts of Pulaski and Lonoke Counties. Commercial drone operations within 5 NM of the base require coordination with base operations. TFRs are frequently issued for military training and VIP movements. Check NOTAMs before any flight in the northeast corridor of the metro.
• The Arkansas River corridor between Little Rock and North Little Rock has bridge infrastructure (I-30, I-40 Broadway Bridge, Main Street Bridge) and barge traffic. FAA Part 107 prohibits flying directly over moving vehicles and non-participants. The Clinton Presidential Park Bridge and the Big Dam Bridge are pedestrian crossings requiring special attention to non-participant safety.
• Pinnacle Mountain State Park and the Arkansas Arboretum are managed by Arkansas State Parks, which requires a commercial drone permit from the Department of Parks, Heritage and Tourism. The park is approximately 8 NM west of downtown and is a prominent natural landmark in the metro area. Takeoff and landing on state park land without a permit is prohibited.
• Camp Robinson National Guard installation in North Little Rock has restricted airspace and active training operations. Drone operations within 5 NM of the installation should coordinate with Arkansas National Guard operations. The post has frequent rotary-wing traffic that creates low-level flight hazards for drone operators.

Local Ordinances

Little Rock is governed by Arkansas state drone law (Act 819 of 2019) with local regulations limited by Ark. Code Ann. § 14-361-120, which preempts municipalities from regulating flight paths and navigable airspace. The City of Little Rock may require permits for commercial drone takeoff and landing on city-owned property, including parks and public facilities. Little Rock Parks and Recreation manages Burns Park, Murray Park, War Memorial Park, and Riverfront Park, where commercial drone operations require prior authorization. Clinton National Airport (LIT) Class C airspace LAANC authorization is mandatory for commercial operations in the southern and downtown portions of the city. Little Rock Air Force Base restricted airspace requires military coordination for operations in northeast Pulaski County. The Little Rock Planning and Development Department requires aerial imaging documentation for major development site plans submitted under the city Unified Development Ordinance. Arkansas State Parks require a commercial drone permit from the Department of Parks, Heritage and Tourism for takeoff and landing on state park property.
