Restricted Airspace

• Naval Station Norfolk (NGU), located approximately 20 NM northeast of downtown Suffolk, is the largest naval installation in the world and has extensive restricted airspace including Class D airspace around Chambers Field (NGU) and the Fentress Auxiliary Landing Field (NTU) in adjacent Chesapeake. The Fentress OLF is approximately 10 NM from northern Suffolk and conducts carrier landing practice with high-frequency touch-and-go operations. Commercial drone operators in northern Suffolk and the Hampton Roads Beltway corridor must check NOTAMs for Fentress and Norfolk operational hours, as TFRs can be activated with little notice during military training events. LAANC is not available for the NGU or NTU Class D areas — operators must coordinate directly with Navy base operations for any flights within these boundaries.
• Norfolk International Airport (ORF) has Class C airspace extending from the surface up to 4,000 feet MSL with a 5 NM inner radius and outer rings extending to 10 NM. The southwestern Class C outer rings extend into the northeastern portion of Suffolk, particularly affecting the Nansemond River corridor and the Bridgeport area. LAANC authorization is required and available for commercial drone operations within the ORF Class C lateral boundaries. Operators should check the FAA B4UFLY app for specific shelf boundaries at their flight location.
• Suffolk Executive Airport (SFQ), also known as Hampton Roads Executive Airport, is located within Suffolk city limits and operates in Class E airspace with a surface area. While Class E does not require LAANC authorization in the same way as Class B/C/D, commercial operators should be aware of traffic patterns and check NOTAMs. SFQ serves as the primary general aviation facility for Suffolk with significant corporate and flight training traffic.
• The Hampton Roads Beltway (I-664 and I-64 corridor) and the Monitor-Merrimac Memorial Bridge-Tunnel area have elevated helicopter traffic including military, news, medevac, and Coast Guard operations transiting between Norfolk, Newport News, and the James River corridor. Drone operators working on infrastructure inspection or construction documentation near the beltway should maintain situational awareness of low-altitude helicopter traffic. Naval Air Station Oceana in Virginia Beach, approximately 30 NM southeast, also generates military jet traffic that transits the Hampton Roads airspace at varying altitudes.
• The Great Dismal Swamp National Wildlife Refuge, located in southern Suffolk, is a 112,000-acre federal wildlife refuge managed by the U.S. Fish and Wildlife Service. Commercial drone operations over the refuge require a special use permit from the refuge manager. The refuge borders Lake Drummond, a 3,100-acre natural lake, and extends south into North Carolina. Drone operators conducting environmental data collection projects or aerial imagery near the refuge boundary should verify whether their flight path crosses refuge airspace and obtain appropriate permits.

Local Ordinances

Suffolk is an independent city in Virginia governed by Virginia state drone law (VA Code § 18.2-260.2 and § 15.2-926.3) and FAA Part 107 regulations. The City of Suffolk regulates drone takeoff and landing on public property under its municipal authority per § 15.2-926.3, which grants localities the power to manage public property use but prohibits local regulation of airspace or flight paths. Commercial drone operations in Suffolk city parks including Constant's Wharf Park, Lone Star Lakes Park, and Bennett's Creek Park require authorization from the Suffolk Department of Parks and Recreation. The Great Dismal Swamp National Wildlife Refuge requires a special use permit from the U.S. Fish and Wildlife Service for any commercial drone operations over refuge lands. Military installations near Suffolk including Naval Station Norfolk, Fentress Auxiliary Landing Field, and Naval Weapons Station Yorktown have restricted airspace that requires NOTAM checks and base coordination — LAANC is not available for these military Class D areas.
