FAA Part 107 Requirements

All commercial drone operations in Washington require the pilot to hold an active FAA Part 107 Remote Pilot Certificate. Our network operators are verified Part 107 holders.

State Drone Laws

Washington regulates drones through multiple statutes. ESSB 6001 (2015) requires law enforcement to obtain a warrant before using drones for surveillance, with exceptions for emergency response, search and rescue, and forest fire management. RCW 9A.44.115 extends voyeurism laws to drone-based image capture of private premises. RCW 46.60.130 prohibits drone interference with manned aircraft and emergency response operations. Washington does not require a separate state-level drone license for commercial operators, but all commercial drone pilots must hold a valid FAA Part 107 Remote Pilot Certificate. The state preempts local regulation of drone flight paths and navigable airspace (RCW 47.68), though cities may regulate takeoff and landing on public property they own. Washington State Parks prohibit drone takeoff and landing without a permit (WAC 352-32). Commercial operators near military installations (JBLM, Fairchild AFB, Naval Air Station Whidbey Island) must coordinate with base operations.

Local Ordinances

Everett requires a business license for commercial drone operations. The city regulates drone takeoff and landing on city-owned property including parks, the Everett Marina, and the Forest Park. Contact the Parks Department for filming permits. Washington ESSB 6001 governs law enforcement drone use. Much of western Everett is within PMP Class D airspace, requiring LAANC authorization. Naval Station Everett is a prohibited flight zone. Boeing Everett facility is critical infrastructure. Commercial drone operators must obtain a City of Everett business license.

Restricted Airspace

• Paine Field (PMP) Class D airspace covers much of western Everett. LAANC authorization is required for commercial drone flights in the PMP Class D area. Paine Field is home to Boeing's 777 and 787 production facility, the largest building in the world by volume. The airport has commercial airline service (Alaska Airlines) and extensive general aviation.
• Boeing Everett Facility is critical infrastructure adjacent to Paine Field. Drone flights near the Boeing production facility require extreme caution and may be subject to additional security restrictions. Do not fly over or near the Boeing facility without verifying airspace status. The facility produces the 777, 777X, and 787 Dreamliner.
• Naval Station Everett is a major military installation on the Everett waterfront. It is the US Navy's most modern facility on the West Coast, home to several destroyer and frigate squadrons. Drone flights near Naval Station Everett are prohibited. The naval base has active security zones and potential flight restrictions. Check NOTAMs for any TFRs.
• The Port of Everett operates a marine terminal on the waterfront. Drone flights over port facilities require coordination with port security. The port handles bulk cargo, project cargo, and recreational boat operations.
• The Snohomish River flows through eastern Everett into Possession Sound. Drone flights near the river mouth should be aware of environmental protections and wildlife, particularly salmon habitat and migratory birds.
