FAA Part 107 Requirements

All commercial drone operations in Iowa require the pilot to hold an active FAA Part 107 Remote Pilot Certificate. Our network operators are verified Part 107 holders.

State Drone Laws

Iowa regulates drones primarily through Iowa Code 328.1, which defines unmanned aerial vehicles and prohibits weaponizing UAS under SF 2249 (enacted 2018). Iowa Code 808.1 (amended by SF 2249) requires law enforcement to obtain a warrant before using a drone for surveillance, with exceptions for emergency response, search and rescue, and wildfire management. The Iowa Department of Transportation Aeronautics Bureau (Iowa Code 327) maintains oversight of aviation infrastructure including UAS integration planning and coordinates with the FAA on airspace matters. Iowa does not require a separate state-level drone license or registration for commercial operators, but all commercial pilots must hold a valid FAA Part 107 Remote Pilot Certificate. The state preempts local municipalities from regulating drone flight paths or navigable airspace, though cities may regulate takeoff and landing on public property they own. Commercial drone operations in Iowa state parks require a special use permit from the Iowa Department of Natural Resources. Operators near military installations (Camp Dodge in Johnston, the Iowa National Guard facilities at the Des Moines Air National Guard 132nd Wing, the Iowa Army National Guard) must coordinate with base operations and check for active TFRs. The FAA controls all airspace above 400 feet AGL. Iowa has no additional state drone registration requirement beyond FAA registration.

Local Ordinances

Iowa City is governed by Iowa state drone law (Iowa Code 328.1, SF 2249 of 2018) with local regulations limited by state preemption of flight paths and navigable airspace. The City of Iowa City may require permits for commercial drone takeoff and landing on city-owned property, including parks, the Iowa Riverfront, and the downtown pedestrian mall. Iowa City Parks and Recreation manages over 50 parks and natural areas, where commercial drone operations require prior authorization. Iowa City Municipal Airport (IOW) requires drone operators to coordinate with the airport manager for any flights within 5 nautical miles. The University of Iowa campus is subject to university drone policies administered by the UI Office of Research, which requires registration of all UAS operations on university property. Commercial operations near UIHC and the helipad require coordination with hospital security. The Iowa City Planning and Zoning Department requires aerial imaging documentation for major development site plans submitted under the city Unified Land Use Code. Iowa state parks in the Johnson County area (Lake Macbride) require a special use permit from the Iowa DNR for commercial drone operations.

Restricted Airspace

• The Eastern Iowa Airport (CID) in Cedar Rapids has Class C airspace extending approximately 10 NM from the airport center. While Iowa City is approximately 25 NM south of CID, commercial drone operators in northern Johnson County and along the I-380 corridor should check the Class C shelf boundaries using the FAA B4UFLY app or LAANC provider apps. LAANC authorization is available for the CID Class C area. The Cedar Rapids Air National Guard 185th Air Refueling Wing operates at CID, and TFRs for military operations or VIP movements can occasionally affect the broader Cedar Rapids-Iowa City corridor.
• Iowa City Municipal Airport (IOW) is an active uncontrolled (non-towered) general aviation airport located directly within Iowa City city limits. While there is no Class D airspace, commercial drone operators must coordinate with the airport manager for any flights within 5 nautical miles, and pilots operating under FAA Part 107 are required to yield right-of-way to manned aircraft. IOW serves University of Iowa charter traffic, medical transport flights for UIHC, and general aviation traffic for the Iowa City-Coralville area.
• The University of Iowa campus includes the University of Iowa Hospitals and Clinics (UIHC), which operates LifeGuard air ambulance helicopter services. The helipad at UIHC creates a low-altitude operational area where commercial drone operators must exercise extreme caution and coordinate with hospital security. FAA Part 107 prohibits operating drones in a manner that interferes with manned aircraft operations, and medical emergency flights have priority at all times.
• Lake Macbride State Park and the Coralville Lake (US Army Corps of Engineers property) are located approximately 10 NM north. The USACE manages Coralville Lake and surrounding federal recreation land, where commercial drone operations require a special use permit from the Coralville Lake Operations Manager. Lake Macbride State Park requires a special use permit from the Iowa Department of Natural Resources for commercial drone operations. Both areas have heavy public use during summer months, and FAA Part 107 prohibits flying directly over non-participants.
• The Iowa River flows through the center of Iowa City and the University of Iowa campus. While the river itself is not restricted airspace, the Federal Aviation Administration has designated critical infrastructure protections for dams and flood control structures. The Coralville Dam (US Army Corps of Engineers) is located approximately 8 NM downstream, and commercial drone operations near the dam structure require coordination with USACE operations. TFRs for VIP visits to the University of Iowa or university events can affect the broader Iowa City area.
