FAA Part 107 Requirements

All commercial drone operations in Kansas require the pilot to hold an active FAA Part 107 Remote Pilot Certificate. Our network operators are verified Part 107 holders.

State Drone Laws

Kansas regulates drones primarily through the Kansas Unmanned Aircraft Systems Act (HB 2607, enacted 2018), which established the Kansas UAS Advisory Task Force under the Kansas Department of Transportation and codified state-level protections against warrantless drone surveillance. K.S.A. 60-31a01 through 60-31a04 create a civil cause of action for persons subjected to unauthorized drone surveillance when a reasonable expectation of privacy exists, and restrict law enforcement drone use to require a warrant except in exigent circumstances, search and rescue, and wildfire response. The state preempts local municipalities from regulating drone flight paths or navigable airspace, though cities may regulate takeoff and landing on public property they own. Kansas does not require a separate state-level drone license or registration for commercial operators, but all commercial pilots must hold a valid FAA Part 107 Remote Pilot Certificate. The Kansas Department of Transportation Aviation Division maintains UAS guidelines and encourages operators to coordinate with airport managers for operations near public-use airports. Commercial drone operations in Kansas state parks require a special use permit from the Kansas Department of Wildlife and Parks. Operators near military installations (Fort Riley, Fort Leavenworth, McConnell Air Force Base in Wichita, Forbes Field Air National Guard in Topeka) must coordinate with base operations and check for active TFRs. The FAA controls all airspace above 400 feet AGL. Kansas has no additional state drone registration requirement beyond FAA registration.

Local Ordinances

Lawrence is governed by Kansas state drone law (HB 2607 of 2018) with local regulations limited by state preemption of flight paths and navigable airspace. The City of Lawrence does not require a separate municipal drone registration or license for commercial operators, but commercial drone takeoff and landing on city-owned property — including city parks, the Lawrence Municipal Airport property, and city facilities — requires prior authorization from the Lawrence Parks and Recreation Department or the appropriate city department. Lawrence Municipal Airport (LWC) requires drone operators to coordinate with the airport manager for any flights within 5 nautical miles, and LAANC authorization is mandatory for commercial operations in the LWC Class D airspace during tower operating hours. Clinton Lake federal recreation area managed by the U.S. Army Corps of Engineers requires a special use permit for commercial drone takeoff and landing. The University of Kansas campus requires authorization from the KU Office of Public Safety for any commercial drone operations on university property. The Lawrence-Douglas County Metropolitan Planning Organization requires aerial imaging documentation for major development site plans submitted under the city-ounty Unified Development Code. Kansas state parks in the area require a special use permit from the Kansas Department of Wildlife and Parks for commercial drone operations.

Restricted Airspace

• Lawrence Municipal Airport (LWC) Class D airspace extends approximately 4.5 nautical miles from the airport center. The Class D shelf is active during tower operating hours (typically 0700–1900 local time) at 2,600 feet MSL up to 5,000 feet MSL. LAANC authorization is required for commercial drone operations within this radius. The airport serves corporate, flight training, and general aviation traffic including University of Kansas flight school operations. Commercial operators in northern Lawrence near the North 2nd Street and US-59 corridor should check the LWC Class D boundary using the FAA B4UFLY app or LAANC provider apps (Aloft, AirMap).
• Topeka Regional Airport / Forbes Field (FOE) is approximately 25 NM southwest and has Class D airspace. The Forbes Field Air National Guard base at the same airport complex hosts the 190th Air Refueling Wing with KC-135 operations. Military TFRs can occasionally affect the broader region. Commercial drone operators in southwestern Douglas County should check for active NOTAMs and TFRs related to military flight operations at Forbes Field.
• Clinton Lake and surrounding federal recreation land (managed by the U.S. Army Corps of Engineers) is located approximately 3 NM west of downtown Lawrence. Commercial drone takeoff and landing on Corps of Engineers property requires a special use permit. The lake area has high public recreation use, and FAA Part 107 restrictions on flying over non-participants apply. The dam structure is considered critical infrastructure — drone operations near the dam require coordination with the Corps of Engineers operations office.
• University of Kansas campus includes several structures where drone operations are restricted. KU Memorial Stadium, KU research buildings, and student housing areas have high pedestrian traffic. Commercial drone operations on KU campus require prior authorization from the KU Office of Public Safety and the KU Facilities Planning and Development office. The KU main campus does not fall within Class D airspace but is within 5 NM of the LWC Class D zone for the northern campus area.
• Baker Wetlands and the Kansas River (Kaw) corridor south and north of the city are environmentally sensitive areas where drone operators should coordinate with the Kansas Department of Wildlife and Parks. The Baker University Wetlands Research and Reserve area is an important ecological zone where low-altitude aerial imaging projects for environmental monitoring are common but require coordination with the reserve management.
