FAA Part 107 Requirements

State Drone Laws

Rhode Island regulates drone operations through privacy statutes and state park rules rather than a standalone commercial drone licensing framework. Rhode Island General Laws § 1-18-3 restricts the use of unmanned aircraft for surveillance of private property without consent, prohibiting drone-based image capture of enclosed private spaces where a reasonable expectation of privacy exists. The Rhode Island Airport Corporation (RIAC), which operates T.F. Green International Airport (PVD), requires notification for drone operations within airport traffic areas and follows FAA Part 107 airspace rules. The Rhode Island Department of Environmental Management (DEM) prohibits drone takeoff and landing in all state parks, state beaches, and state management areas without a special use permit issued by the DEM Division of Parks and Recreation. Rhode Island does not require a separate state-level commercial drone license or registration, but all commercial operators must hold a valid FAA Part 107 Remote Pilot Certificate and register their aircraft with the FAA. The state follows FAA Part 107 preemption on airspace regulation, meaning municipalities cannot enact their own airspace rules but may regulate takeoff and landing on public property. LAANC authorization is available for the T.F. Green International Airport (PVD) Class C airspace and surrounding controlled airspace. The FAA controls all airspace above 400 feet AGL. Operators near military installations or critical infrastructure should check NOTAMs for TFRs.

Local Ordinances

Cranston is governed by Rhode Island state drone law (RIGL § 1-18-3) and FAA Part 107 regulations. The City of Cranston does not have a specific municipal drone ordinance as of 2026, but commercial drone takeoff and landing on city-owned property requires authorization from the Cranston Department of Public Works. City parks including Meshanticut Lake Park, Cranston City Park, and the Cranston Street Armory grounds require explicit permission for commercial drone operations. Rhode Island state parks and state management areas within or near Cranston require a special use permit from the DEM Division of Parks and Recreation. Commercial drone filming for movies, TV, or advertising requires coordination with the Rhode Island Film and Television Office and the Cranston Police Department. FAA Part 107 Remote Pilot Certification is required for all commercial operations. LAANC authorization is required for flights within PVD Class C, SFZ Class D, or OQU Class D airspace boundaries.

Restricted Airspace

• Cranston sits approximately 8 NM north of the T.F. Green International Airport (PVD) Class C airspace. The PVD Class C has a 5 NM radius surface area from the surface up to 4,000 feet AGL, and an outer area extending from 10 NM to 20 NM up to 10,000 feet. While most of Cranston is outside the PVD Class C lateral surface boundary, operators in southern Cranston near the Warwick border should verify their position relative to the Class C surface area using the FAA B4UFLY app. LAANC authorization is available for the PVD Class C and surrounding controlled airspace.
• Boston Logan International Airport (BOS) Class B airspace is approximately 50 NM northeast of Cranston. The BOS Class B surface area does not extend over Cranston, but the outer shelves of the BOS Class B extend over portions of eastern Massachusetts and Rhode Island at higher altitudes. Commercial drone operators below 400 feet AGL in Cranston are generally outside the BOS Class B lateral boundaries, but should check the FAA B4UFLY app for specific shelf altitudes when operating in eastern Rhode Island.
• Quonset State Airport (OQU) in North Kingstown is approximately 18 NM south of Cranston and has Class D airspace with a 4 NM radius surface area. While Cranston is well outside the OQU Class D lateral boundaries, operators working in southern Rhode Island should be aware of OQU traffic patterns. OQU handles GA, military, and corporate aviation traffic including Rhode Island Air National Guard operations. LAANC authorization is available for the OQU Class D area.
• The Providence metropolitan area has moderate to heavy helicopter traffic including news, medevac, corporate, and Rhode Island Hospital medevac flights transiting between Providence hospitals and surrounding areas. The I-95 corridor through Cranston has active medevac helicopter routes. While this is not a designated VFR corridor, drone operators flying near the Providence city border and Rhode Island Hospital area should maintain situational awareness of low-altitude helicopter traffic per FAA Part 107.39 (operations over moving vehicles and people).
• Cranston is approximately 12 NM south of North Central State Airport (SFZ) in Smithfield/Lincoln, which has Class D airspace with a 4 NM radius. While Cranston is outside the SFZ Class D surface area, operators in northern Cranston near the Johnston border should verify boundaries. SFZ handles GA and corporate aviation traffic. LAANC authorization is available for the SFZ Class D area. The Amtrak Northeast Corridor and MBTA commuter rail lines running through Cranston have active train traffic requiring safe lateral distance per FAA Part 107.39.
