FAA Part 107 Requirements

State Drone Laws

Connecticut regulates drone operations primarily through privacy statutes and state park rules rather than a comprehensive commercial drone licensing framework. Connecticut Public Act 23-76 (2023) addresses drone surveillance and privacy, prohibiting the use of unmanned aircraft to conduct surveillance of private property without consent and restricting drone operations near critical infrastructure facilities. Connecticut General Statutes § 29-307 restricts the operation of drones near critical facilities including power plants, substations, and water treatment facilities. The Connecticut Department of Energy and Environmental Protection (DEEP) prohibits drone takeoff and landing in all state parks, forests, and wildlife management areas without a special use permit issued by the DEEP Office of Outdoor Recreation. Connecticut does not require a separate state-level commercial drone license or registration, but all commercial operators must hold a valid FAA Part 107 Remote Pilot Certificate and register their aircraft with the FAA. The state generally follows FAA Part 107 preemption on airspace regulation, meaning municipalities cannot enact their own airspace rules but may regulate takeoff and landing on public property. Commercial operators near military installations (Naval Submarine Base New London, Bradley Air National Guard) must coordinate with base operations and check NOTAMs. The FAA controls all airspace above 400 feet AGL and LAANC authorization is available for Class B, C, and D airspace across Connecticut, including the busy Bradley International (BDL) Class C and Igor I. Sikorsky Memorial Airport Class D areas.

Local Ordinances

Stamford is governed by Connecticut state drone law (Public Act 23-76, 2023) and FAA Part 107 regulations. The City of Stamford does not have a specific municipal drone ordinance as of 2026, but commercial drone takeoff and landing on city-owned property requires authorization from the Stamford Department of Operations. City parks including Cummings Park, Cove Island Park, Scalzi Park, and Mill River Park require explicit permission for commercial drone operations. The Stamford Harbor and waterfront area require coordination with the Stamford Harbor Management Commission for commercial filming and data collection work. Connecticut state parks near Stamford require a special use permit from DEEP. Commercial drone filming requires a film permit from the Stamford Office of Economic Development and coordination with the Stamford Police Department. FAA Part 107 Remote Pilot Certification is required for all commercial operations. LAANC authorization is required for flights within HPN Class D, New York Class B airspace boundaries, or the LGA/JFK Class B shelf areas.

Restricted Airspace

• Stamford sits beneath the New York Class B airspace umbrella and is the closest Connecticut city to the LGA and JFK Class B surface areas. The LGA Class B outer shelves extend over portions of Stamford at relatively low altitudes. Commercial drone operations below 400 feet AGL are generally permissible under FAA Part 107, but operators must check the FAA B4UFLY app for specific shelf boundaries as the Class B shelves can extend lower here than in other Fairfield County cities. LAANC authorization is available for the surrounding Class B and Class D areas.
• Westchester County Airport (HPN) in White Plains, NY is approximately 6 NM west of downtown Stamford and has Class D airspace with a 4.5 NM radius surface area. Portions of western Stamford near the NY state line may fall within the HPN Class D lateral boundaries. HPN is one of the busiest corporate aviation airports in the Northeast with heavy business jet and helicopter traffic. LAANC authorization is required for commercial drone flights within the HPN Class D area.
• The Long Island Sound coastline along southern Stamford has moderate to heavy helicopter traffic including news, medevac, corporate, and sightseeing helicopters transiting between NYC and eastern Connecticut. Stamford Harbor and Cummings Park have additional boat and air traffic. The Metro-North New Haven Line railroad corridor running through Stamford has heavy train traffic requiring safe lateral distance per FAA Part 107.39. The Amtrak Northeast Corridor shares the same corridor.
• Stamford is approximately 28 NM northeast of the New York Class B surface area surrounding LGA and 35 NM from EWR. The New York Class B outer area extends over western Long Island Sound and the southern Fairfield County coastline at progressively higher altitudes. Commercial drone operators should verify altitude shelves using the FAA B4UFLY app or LAANC provider (Aloft, DroneUp). The LGA and JFK approach corridors pass overhead at various altitudes.
• Cove Island Park, Cummings Park, and the Stamford shoreline parks have heavy public recreation use. FAA Part 107 prohibits flying directly over non-participants. The Bartlett Arboretum and Center for the Arts require coordination with the facility management for commercial drone operations. The Stamford Harbor and the Mill River corridor require coordination with the Stamford Harbor Management Commission for commercial data collection and filming work.
